If you don’t wanna go to extreme, I’d recommend just bleaching it blonde and then after that you’ll be able to try out some temporary wash-out colors and decide which one’s best. But yeah I don’t think any colors for dip dye are very extreme since you’re just doing the bottom! I think purple or pink would look cute. Anyway, the length of your hair is completely fine, and yes I think it would look nice! For the fringe, I think you should keep it the way it is now and not do anything with it. :)
